Whereas, The United Sates of America has been the country that respects, protects and develops all rights of freedom, democracy and also the human rights in the U.S. and around the world.

Whereas, The United States of America has been the country, that led the world in helping and supporting all individuals, organizations and countries, which respect the people’s rights of basic freedom.

Whereas, the Reverend Nguyen Van Ly, Mr. Nguyen Phong, Mr. Nguyen Binh Thanh, Mrs. Le Thi Le Hang and Ms. Hoang Thi Anh Dao were punished by the Vietnamese Communist Government on March 30, 2007 at Hue, a city in the center of Vietnam with either jail terms or reprieving ones. The above people got the punishment due to the fact that they had courageously raised their voices asking for the rights of the basic freedom for the people of Vietnam. They had asked the rights of freedom for religion, meetings, raising opinions at work, in school, thru media including the internet; moving and traveling within places in the country, demonstrating at public facilities to raise and convey all rightful and critical requests of the people. Particularly when people were plundered and tyrannized under corruption and by local tyrants in the rural areas of Vietnam.

Whereas, the lawyers: Le Thi Cong Nhan, Nguyen Van Dai, Bui Kim Thanh; the reporter: Nguyen Vu Binh; the writers: Tran Khai Thanh Thuy, Vu Hoang Hai, Pham Van Troi, Nguyen Khac Toan and many other activists, who had been forced to close their offices, put in jail or isolated at home, and laid off from work. They had also been tortured, threatened mentally or psychologically every day, every week, by the communist police or local authorities. These said people, who had done nothing but stand up courageously and peacefully to request the rights of the basic freedom for their people in the country.

Whereas, The U.S. State Department had not demonstrated any positive and effective reactions toward the protection of all these activists’ security. These activists, who kept fighting for the freedom of democracy and religion, human rights, by raising their voices in communist Vietnam.

Whereas, all the said activists for democracy and human rights should have been and should be supported and protected, not only by the United States of America but all the freedom-loving countries around the world.

Whereas, Mr. Michael Marine, the U.S. Ambassador of Viet Nam, inefficiently neither raised any voice nor performed any appropriate action to the accusation of the Vietnamese Communist Government toward Rev. Nguyen Van Ly and the other activists for democracy and human right in Viet Nam.

As the result, Rev. Nguyen Van Ly’s mouth was barbarically and violently smothered by a security guard in the communist court in front of everybody. This happened in the 21st century in Vietnam!

Therefore, Rev. Ly was not allowed to say anything for self defense, on top of the fact that he was not even allowed to have his own lawyer speaking for him. As a result, he was sentenced to 8 years in jail at the trial on March 30, 2007 in Hue, a city in the center of Viet Nam. All the other Vietnamese activists were sentenced by either jail terms or reprieving ones.

We, the concerned citizens of the United Sates of America, would like to declare now:

A. The Rev. Nguyen Van Ly’s spirit of fighting for the freedom of religion, democracy, and human rights as imperishable!

B. Sharply request Mr. George W. Bush, the President of the United States of America; Ms. Condoleezza Rice, the Secretary of the U.S. State Department; and the U.S. Congress:

1. Requesting Viet Nam’s Communist Government immediately and unconditionally release Rev. Nguyen Van Ly and other said activists for democracy and human rights.

2. Pushing the U.S. State Department to cooperate more positively and effectively in order to:
a. Achieve faster results on the brutal and unconstitutional arrests, investigations, and suppressions upon the innocent people from the state communist government to all local authorities in Vietnam.
b. Closely watch upon all human right violations, aggression, and arrests against all peaceful dissidents or organizations struggling for the freedom of speech and religion in Vietnam.

3. Requesting the replacement of Mr. Michael Marine, the U.S. Ambassador of Vietnam by another official, who will contribute with more effective experience and capability to gain an immediate outcome and knowledge of how to handle the brutality and deceitful activities of the Vietnamese Communist Party.

Xét rằng: Hoa Kỳ là một quốc gia luôn tôn trọng, bảo vệ, và phát huy các quyền Tự Do, Dân Chủ, và Nhân Quyền tại Hoa Kỳ và trên thế giới.

Xét rằng: Hoa Kỳ là một quốc gia lãnh đạo toàn cầu trong việc ủng hộ và tiếp trợ những cá nhân, tổ chức, quốc gia tôn trọng các quyền Tự Do Căn Bản của con người.

Xét rằng: Linh Mục Nguyễn Văn Lý, Ông Nguyễn Phong, Ông Nguyễn Bình Thành, Bà Lê Thị Lệ Hằng, và Cô Hoàng Thị Anh Đào đã bị nhà cầm quyền Cộng Sản Việt Nam tuyên án: tù ở và tù treo, trong ngày 30 tháng 3 năm 2007, tại Thành Phố Huế, Trung phần Việt Nam, chỉ vì họ đã can đảm đứng lên tranh đấu đòi hỏi các quyền Tự Do Căn Bản cho dân tộc Việt Nam. Như: Tự Do tôn giáo; hội họp; phát biểu ý kiến nơi các công tư sở, trường học, qua báo chí và internet; đi lại trong nước; biểu tình trước các cơ sở công lập, để trình bầy các nguyện vọng khẩn thiết và chính đáng của người dân, nhất là khi họ bị áp bức bóc lột tận cùng bởi nạn tham nhũng hoặc cường hào ác bá ở nông thôn.

Xét rằng: Luật Sư Lê Thị Công Nhân, Luật Sư Nguyễn Văn Đài, Ký Giả Nguyễn Vũ Bình, Luật Sư Bùi Kim Thành, Nhà Văn Trần Khải Thanh Thủy, Vũ Hoàng Hải, Phạm Văn Trội, Nguyễn Khắc Toàn, và nhiều nhà đấu tranh khác, đã bị nhà cầm quyền Cộng Sản Việt Nam đóng cửa văn phòng làm việc của họ, giam giữ họ trong tù hoặc tại nhà, sa thải việc làm, đánh đập tra tấn, cho các cảnh sát cộng sản và các tổ trưởng địa phương uy hiếp tinh thần người nhà của họ hằng ngày hằng tuần... vì họ đã can đảm đứng lên đòi các quyền Tự Do căn bản của con người, cho dân tộc Việt Nam.

Xét rằng: Bộ Ngoại Giao Hoa Kỳ đã chưa có một phản ứng tích cực hữu hiệu trong việc bảo vệ an ninh và tính mạng các nhà đấu tranh cho Dân Chủ, Nhân Quyền, Tự Do Tôn Giáo và phát biểu ý kiến, tại Việt Nam.

Xét rằng: Những nhà đấu tranh cho dân chủ và dân quyền nói trên, xứng đáng được hỗ trợ và bảo vệ bởi Hoa Kỳ cũng như các quốc gia yêu chuộng Tự Do trên thế giới.

Xét rằng: Đại Sứ Michael Marine đã bất lực, không lên tiếng và chưa có hành động nào phản đối đúng mức về sự việc nhà cầm quyền Cộng Sản Hà Nội khởi tố Linh Mục Nguyễn Văn Lý và các nhà đấu tranh khác cho Dân Chủ và Nhân Quyền của người Việt. Kết quả là Linh Mục Nguyễn Văn Lý đã bị bịt miệng một cách công khai và man rợ, ngay giữa toà án cộng sản và trước mặt công chúng, ở thế kỷ thứ 21 ngày nay. Do đó, Linh Mục đã không được phát biểu ý kiến để tự vệ cho chính mình, cũng không có luật sư biện hộ, và bị kết án 8 năm tù vào ngày 30/3/2007 tại Huế, miền Trung, Việt Nam, một cách hung bạo và bất công. Các nhà đấu tranh nói trên, cũng bị án: tù ở và tù treo.

Chúng tôi, những công dân Hoa Kỳ xin tuyên bố:

A) Tinh Thần Chiến Đấu cho Tự Do Tôn Giáo, Dân Chủ, và Nhân Quyền của Linh Mục Nguyễn Văn Lý Bất Diệt.

B) Đồng lòng khẩn thiết kêu gọi chính quyền Hoa Kỳ dưới sự lãnh đạo của Tổng Thống George W. Bush, bà Ngoại Trưởng Condoleeza Rice, và Quốc Hội:

1. Yêu Cầu chính quyền Cộng Sản Việt Nam trả Tự Do tức khắc cho Linh Mục Nguyễn Văn Lý cùng các nhà đấu tranh cho Dân Chủ, Nhân Quyền nói trên.

2. Thúc đẩy Bộ Ngoại Giao Hoa Kỳ làm việc tích cực, mạnh mẽ, và có kết quả nhanh chóng hơn, đối với cách bắt giữ, điều tra, và đàn áp người một cách vi hiến và tàn bạo của cảnh sát cộng sản Việt Nam, từ trung ương cho đến các địa phương. Đặc biệt lưu ý đến các vụ vi phạm Nhân Quyền cơ bản, các vụ đàn áp và giam nhốt cá nhân và các tổ chức tranh đấu cho Tự Do Ngôn Luận và Tôn Giáo ở Việt Nam, từ phía nhà cầm quyền Cộng Sản Hà Nội và Saigon.

3. Yêu cầu thay thế Đại Sứ Micheal Marine ở Việt Nam bằng một nhân sự có khả năng và kinh nghiệm làm việc hiệu quả tức thời, đối với cách hoạt động tàn bạo, che đậy, và gian dối có tính cách trầm kha của đảng Cộng Sản Việt Nam.

Bản Thỉnh Nguyện Thư này sẽ được chuyển đến Tổng Thống George W. Bush, Dân Biểu Frank Wolf, Dân Biểu Chris Smith, Chủ Tịch Thượng Viện, Chủ Tịch Hạ Viện, Bộ Ngoại Giao Hoa Kỳ, Bà Ngoại Trưởng Condoleezza Rice, và Đại Sứ Michael Marine.
